Purpose of the Pilot Support Pool
The Pilot Support Pool will finance the first serious execution phase of Rabwah2045: the AI Founder Fellowship, the 6-month Startup Pilot, local coordination, startup hub infrastructure, tools, legal setup and transparent reporting.

Long-Term Capital Strategy
The Pilot Support Pool is designed to launch the first Rabwah2045 startup cohort. However, the long-term vision goes beyond pilot funding.
In parallel with the pilot, Rabwah2045 plans to build a Social Business Fund that can finance future startup cohorts, invest in selected companies and recycle capital back into the ecosystem.

The €30,000 Startup Milestone Funding pool can be allocated depending on the number and quality of teams selected.

The program should not be forced to fund five teams. Quality is more important than quantity. If only three strong teams qualify, the support per team can be higher.

Milestone-Based Founder Support
Selected teams do not receive all funding upfront. Support is released in stages based on clear deliverables, mentor review and program approval.

If a team does not meet the next milestone, the next tranche is not released. Remaining funds stay in the program and can be redirected to stronger teams, shared infrastructure or the next pilot.

Governance and Financial Control
- Funding decisions should be documented and approved through a clear review process.
- Milestone releases should require program review and mentor/advisor input.
- Spending should be tracked by category and reported to supporters.
- The Rabwah2045 Foundation gGmbH, a German non-profit company, is being prepared to provide a transparent legal framework for donations, governance and long-term operations.
- Startup agreements should define use of funds, reporting obligations, milestone conditions and Rabwah presence requirements.

Startup Pilot Requirements
To receive Startup Pilot support, selected teams must meet the following requirements:
- 1Establish a Pakistan Private Limited Company within 30 days of acceptance.
- 2Register the company with its principal place of business in Rabwah.
- 3Maintain a meaningful operational presence in Rabwah.
- 4Ensure that at least one founder is physically present and actively engaged in Rabwah during the Pilot Program.
- 5Participate in the Rabwah2045 startup hub and community activities.
- 6Submit regular progress and financial reports.

Transparency to Supporters
Supporters should be able to understand how money is used, what progress is being made and what challenges exist.
Rabwah2045 should provide short, regular updates covering funds received, funds spent, pilot progress, startup milestones, mentor activity, lessons learned and next steps.

With €50,000 to €100,000, Rabwah2045 can launch the first complete pilot: identify serious founders, support 3-5 startup teams, build local infrastructure and create the first proof that Rabwah can become an IT and startup hub.
